To answer the question -- the difference is that they are competing platforms for blogging: i.e. members of a class rather than representatives of two separate classes. You can have a free blog from either. In this respect they are very similar -- compare the list of features to make a choice.
The most significant difference is that Wordpress also has a set of tools that you can use without hosting on their site.
